Refereeing
After successful submission, each manuscript will be visible to the general
public but can only be refereed by qualified persons.
The scientific community will review and score
articles in 3 categories:
Intellectual Merit
Broader Impacts
Critical Quality.
Referees give articles a score ranging from 1~5 in each of these categories, 5
being the highest. There are two levels of Referees:
Level-1 Referees: Must have a B.S. in a relevant
technical discipline.
Level-2 Referees: Must have a Ph.D. in a relevant field or research publications.
Level-1 referees can only score the Critical Quality
category. Level-2 Referees, however, can score all 3 categories. Manuscripts can
be rejected by Level-1 or Level-2 referees but can only be accepted by Level-2
referees. Anyone can author and view papers.
Referees cannot be on the advising committee of the author if the author is a student. Referees who truly want to be helpful will give a very thorough review during the Review Period in order to ensure the quality of the journal and in order to spare the author potential subsequent criticism.
