Refereeing
After successful submission, each manuscript will be visible to the general
public but can only be refereed by qualified persons.
The scientific community will review and score
articles in 3 categories:
Intellectual Merit
Broader Impacts
Critical Quality.
Referees give articles a score ranging from 1~5 in each of these categories, 5
being the highest. There are two levels of Referees:
Level-1 Referees: Must have a B.S. in a relevant
technical discipline.
Level-2 Referees: Typically have a Ph.D. in a
relevant technical field or research publications.
Level-1 referees can only score the Critical Quality
category. Level-2 Referees, however, can score all 3 categories. Manuscripts can
be rejected by Level-1 or Level-2 referees but can only be accepted by Level-2
referees. Anyone can author and view papers.
Referees who truly want to be helpful will give a very thorough review during the Review Period in order to ensure the quality of the journal and in order to spare the author potential subsequent criticism. The
only payment that potential referees might expect is that the author may return
the favor at some future time, by offering an equally thorough review of their
work.
